The governor who was accompanied by the wife, Chief (Mrs.) EbelechukwuObiano reiterated the importance his administration attaches to the empowerment of women, on account of which he has continued to appoint them in leadership positions to enable them contribute meaningfully to nation-building.
He charged them to always support his administration’s Four Pillars of Development and their Enablers aimed at improving the lots of the citizenry, assuring that he will leave the State better than he met it.

Chief (Mrs.) Obiano who spoke as the Chief Host said that she considers “the theme appropriate in helping us appreciate the roles and contributions of women to socio-political developments at global, multinational and national levels.”
She noted how well the keynote Speaker captured the activities of her pet project, CAFE, and the value being added to the lives of women in the society, asserting that “we all are aware that women are quiet leaders and achievers. Many of us have seen our mothers in action and can attest to their dedication and commitment to the family and societal development.”
Concurring with a certain statement, that “Women are the glue of the communities we serve. To change the world, invest in one woman,” the governor’s wife said it obtains in every aspect and levels of human endeavour.
She appreciated the global role of the United Nations Commission on the status of women (CSW), in pursuing gender equality and advancement of women since the Beijing Conference, and maintained that “… a lot of progress has been made in the area of the 35% affirmative action with more women thrust into positions of authority.

“Today I am proud to say that our dear State Anambra is ahead of others in recognition and appointment of women to positions of authority. The Obiano administration has many Women Commissioners, Special Advisers, Senior Special Assistants, Special Assistants and other top government functionaries at different arms and levels of government.  The latest in the appointment of women into strategic position is the emergence of a Woman Speaker of Anambra State House of Assembly, Rt. Hon. Rita Maduagwu, who succeeded another Woman Speaker.

“We have witnessed increased women participation, visibility and involvement in politics and governance. Most of you can attest to the clear demonstration of that support and confidence by our able and committed governor, my dear husband, Chief Willie Obiano to the promotion of the course of women with the appointment of many at all levels of his government. I can tell you that whenever I bring up the issues of our women, he is quick to show enthusiasm and often times acknowledge: “Nwanyibuife” to buttress his satisfaction with the active and result-oriented contributions of the Anambra woman to the development of our state.”
The governor’s wife mentioned the prevalence of unprecedented security in the State, which according to her,  has led to the wonderful achievements of the administration and increased think-home attitude of wealthy individuals and corporate bodies, with the result that, presently,  the State has attracted over $2bn (USD) worth in investments with potentials for employing many of our youths.
She contended that there is also the general improvement in the fortunes of workers especially the women whose place in the scheme of things has been assured with the steadfast implementation of the 35% affirmative action.
“As you are aware, the call of duty for my husband as the governor of Anambra State and the need to ensure that he succeeds in the service of our people means that everything I am engaged in must support him. This is why apart from handling my primary responsibility in my household, I also engage myself with the activities and programmes of my pet project, the Caring Family Enhancement Initiative (CAFÉ).”
Chief (Mrs.) Obiano stated that since 2007 with the cooperation of the Ministry of Women Affairs the tradition has been kept and sustained, i.e., the essence of the Mother’s Summit which heralds theannual August Meeting in various communities, and expressed the hope that the 2015 August meetings will afford the women the opportunity to evaluate the impact of programmes and development initiatives in the communities.

Speaking after the installation, the State Commissioner of the Nigerian Girl Guides Association, Mrs. Uche Orakwute told the wife of the governor that she was found worthy for the investiture because of her dedication to the service of the people and for coming to introduce herself at a meeting of the association last year without protocols. She described Mrs. Obiano as “a woman of open heart, a lover of children, a mother General and a lady Olave Baden Powell of our time.”
Mrs. Orakwute who also administered the oath of honour to the wife of the governor, said that the Nigerian Girl Guides Association came into Nigeria in 1919 as a character training organization based on its motto promise and law, as well as dynamic programmes for the achievement of girls and women. She explained that the association is voluntary; and open to all girls and young women without distinction on basis of religion, status, tribe or any other circumstance.
Accepting the honour, Chief (Mrs.) Ebelechukwu Obiano revealed that she had always identified with the Girl Guide Association. Said her, “I always wished to be a member but never fulfilled the dream. But my daughter is an active member and has attended several camping programmes. In fact, she once stayed with a host family in United Kingdom for two weeks on a Girl Guides programme. Your organization is a noble one and we will in our own way, help to spread the news to ensure that our young girls join, so that you can have membership across all the Local Government Areas.”
Mrs. Obiano thanked the executives of Nigerian Girl Guides assuring them of her assistance but also informed them that the Office of the wife of the governor is not statutory and has no budget for operations. Hence explained that she is engaged in the activities and programmes of her NGO and pet project, the Caring Family Enhancement Initiative (CAFÉ), through which she intervenes with donations to empower the less privileged members of the society like indigent widows who are trained to be meaningfully engaged after skills acquisition training, as well as provide succor for the physically challenged amongst others.
According to Mrs Obiano, “It may interest you to know that this is the way I support my husband to improve the fortunes of some members of our society. Just the way he is committed at issues of governance, I try to contribute my quota through CAFÉ because that is what we are used to. We are committed to touching lives positively because leaving our children thousands of miles away to serve at home will amount to nothing. That is why we continue to work hard to spread dividends of democracy in every way we can.”
